United Nations Office of the High Commissioner for Human Rights - Serbia: Use of spyware against opposition and dissenting voices affects elections quality, warn UN experts

GENEVA – UN experts* today expressed grave concern over the recurrent use of spyware and other digitally enabled surveillance in Serbia surrounding elections and protests, and called on the Government to uphold democratic integrity, safeguard civic space, and immediately cease the criminalisation of political dissent.

“This pattern is especially alarming as anticipated parliamentary elections are approaching,” the experts said. Parliamentary elections have officially been called for 25 October 2026. Serbia must ensure a safe, enabling and conducive environment in which civil society organisations, including election observers, journalists, students and human rights defenders can exercise their rights without fear of surveillance, intimidation or reprisals.
